DinaCard Accepted Globally
After seven years of operations and close to 150 million successful payments and cash withdrawals in Serbia, the national payment card DinaCard can be used abroad thanks to the agreement signed by the representatives of Discover Financial Services and the National Bank of Serbia. DinaCard payment cards can be used in the Discover Financial Services network on a few millions of merchant and cash access locations all over the world.
DinaCard payment cards which are accepted globally must have Discover Card, Diners Club International and PULSE network logos on their back.
Banks that have started issuing new DinaCard payment cards are Razvojna banka Vojvodine, Agrobanka and Privredna banka Beograd. It is expected that by the end of the first part of 2011, the majority of banks in the DinaCard system will have started issuing DinaCard payment cards which are accepted globally.
Discover Financial Services (NYSE: DFS) is one of the largest card issuers in the United States. Its business network consists of Discover Network, with millions of merchant and cash access locations; PULSE, one of the nation's leading ATM/debit networks; and Diners Club International, a global payments network with acceptance in more than 185 countries all over the world, operating since 1950.

Money transfer via mobile phones for DinaCard holders
Card-to-card money transfer via mobile phones has been offered to DinaCard holders in April this year. This attractive opportunity enables private individuals to transfer money from one account to another using their mobile phones, provided both the sender’s and the receiver’s accounts are linked to a DinaCard. Money transfer service will, at first, be available to the users of Mobile Telephony of Serbia network only.
If a DinaCard holder wishes to use the service of Money transfer via a mobile phone (card-to-card transfer), the only thing to do is register for such service with his/her issuing bank. These transactions are limited to 5,000 RSD per day and 20,000 RSD per month. Money can be sent to any account linked to a DinaCard, regardless of the receiver’s issuing bank. Business cards cannot be used for this service. Further information on this service, as well as on the syntax of the initial SMS, can be found
here.
Money transfer is yet another service now available to the DinaCard holders, in addition to prepaid account top-up and bill payment via mobile phones.
SMS Payment of Landline Telephone Bills for DinaCard Holders
As of March this year, through courtesy of Telekom Srbija, all DinaCard holders may pay their monthly landline telephone bills via SMS any time and any place and more importantly, free of charge.
One of the main benefits of the new service is that you can pay your telephone bills even in roaming. The payment procedure is quite simple - SMS with the following contents: TEL telephonenumber (e.g. TEL 0112345678) is sent to 8686. Each transaction is confirmed by mPIN.
To use this service, DinaCard holders, save those who already did so for the payment of post-paid cell phone bills, need to register for mobile payments with the bank that issued their DinaCard.
In addition to payment of landline telephone bills, post-paid cell phone bills and pre-paid top up, registered DinaCard holders and users of Mobilna telefonija Srbije network may also pay via SMS their bills for Open ADSL, Open IPTV and Web. For further information on this service please go to MTS site.
New Services for DinaCard Users at Agrobanka ATM
Agrobanka has recently installed in Belgrade, 3-5 Sremska Street, three new terminals within its Zone 24 enclosure, which offer new services to users of DinaCard payment cards.
All DinaCard cardholders – regardless of the issuing bank – can now pay free of charge their Infostan bills at the ATM via automatic bar code scanning. Plans have also been made to introduce the option of paying EDB bills and postpaid Telenor bills in the same way. All DinaCard cardholders are given a possibility to top up their own or other person’s prepaid accounts of all three mobile telephony operators in Serbia.
Agrobanka DinaCard users – both private individuals and legal entities – can make cash deposits to their accounts (linked to the payment card) free of charge, and funds deposited in this way will be available to card users immediately after the deposit is made. This service is available 24 hours a day, seven days a week, regardless of the working hours of the bank.
Agrobanka DinaCard cardholders can also perform cashless money transfers between accounts linked to a DinaCard. Money transfer, which is done by entering the number and expiry date of the card to which the money is to be transferred, as well as the transfer amount, is confirmed by the initiator’s PIN. After every successful transaction a slip is printed, containing all relevant transfer data.
Cooperation between DinaCard and Telenor
The possibility to top up their prepaid mobile phone accounts by using DinaCard payment cards has now been made available to all Telenor network users. The top-up is done via SMS – the user simply sends an SMS to top up his/her own or another user’s prepaid account at any time and place (even abroad) and in the amount of his/her own choice, within daily limits.
Both prepaid and postpaid users can top up prepaid accounts – the service is initiated by sending a free of charge SMS in the appropriate format and to a defined short number. To avail of the service, users have to register with the DinaCard issuing bank that will give them all relevant instructions and information. The information on prepaid top-ups in the Telenor network can also be found at:
www.telenor.rs/?section=private&page=4215
Prepaid top-ups were provided to mt:s Telekom users already in 2006 – in addition to prepaid accounts, Telekom users can pay their postpaid mobile telephone bills as well. This service is made available by a great number of banks within the DinaCard system. So far, over 60,000 users have been registered and more than a million of SMS DinaCard top-ups were made in 2009.
DinaCard Payments at Treasury Counters
All holders of credit and debit DinaCards can pay local and republic administrative fees and taxes at counters of the Ministry of Finance Treasury Administration. Such payments may be effected in respect of public revenue (taxes, fees, etc) and budgetary beneficiaries (scholarships, school trips, etc).
Moreover, no fee is charged for payment of taxes on property, agricultural and forestry revenue, annual personal income, trade in motor vehicles and farmers’ mandatory social insurance contributions. The fee on other types of payments by credit and debit DinaCards is equal to that charged for payments in cash.
As of April 2009, this service is operational at the cash counters of the following Treasury Administration branches:
- Stari grad, Obilićev venac 9–11, Belgrade
- Palilula, 27. marta 28–32, Belgrade

- Subotica, Borisa Kidriča 5, Subotica
- Niš, Milojka Lesjanina 19, Niš

Payment of bills on ATMs with DinaCard payment cards
As of April 2009, all DinaCard cardholders have at their disposal the service of payment of utility bills (Infostan and Elektrodistribucija Beograd) on KBC bank’s ATMs free of charge. This service is also available on the ATMs of Pošta Srbije, but only for the holders of PostCard DinaCard payment cards issued by Poštanska štedionica.
Payment of bills operates on the principle of reading the data entered on the bar code of the mentioned bills. In case there is a discount for certain bills if the payment is executed until the deadline stated on the payment slip, the discount will be calculated automatically, i.e. total amount of the bill will be reduced. In the bar code of Infostan bill the amount is defined and cannot be changed, while for the payment of electricity bill there is a possibility of entry of desired amount. As a confirmation of the successfully executed transaction, the cardholder will receive the slip with transaction data printed on it. Upon the execution of transaction, the account to which the DinaCard is linked (current or credit) will be directly debited for the amount to be paid – the cardholder does not have any additional fees for payment of bills in this way. Payment of bills on ATMs is at disposal of all DinaCard cardholders, regardless of the issuing bank; the service is simple to use and does not require any previous registration with the bank. Detailed instructions on how to use this service can be found on KBC bank’s website: www.kbcbanka.rs/en/offer/retail/other_services.htm#bar_citac.

Special DinaCard Programmes
In the course of 2008, several banks added new cards to their list of payment card lines by designing specialized DinaCard products.
In Q2 2008, Agrobanka began issuing AgroCard DinaCard, designed for private individuals with registered agricultural estates, who are at the same time holders of Agrobanka’s special purpose current accounts for agricultural estate holders.
There are two kinds of AgroCard DinaCard:

Komercijalna banka is making preparations to issue DinaCard Kombank Agrar card, a debit car designed primarily for agricultural producers, but also accessible to all interested bank clients. This is in addition to the currently used two co-brand card products enabling payment deferral: DinaCard DIS co-brand (90 days deferred payment in DIS company points of sale) and DinaCard co-brand FK Crvena zvezda (in two versions – classic and VIP offering 30 day deferred payment and some advantages for the Club fans).
Metals banka is making preparations to issue DinaCard for Agricultural Producers designed for agricultural producers, holders of a special purpose account with the Bank. This card is the first one in the package of services that the Bank is planning to issue for this target group.

Payment of Bills via Mobile Telephony in DinaCard System
At end-March 2008, the DinaCard system introduced a new service, i.e. payment of bills via mobile telephony. In the first stage, cardholders will be able to use this service within 064, 065 and 066 networks of Mobile Telephony of Serbia – Telekom Srbija to pay post-paid cell phone bills, while subsequent stages will also enable the payment of landline telephony and utility bills.
In order to use the service of payment of bills via mobile telephony, DinaCard holders will first have to register for the service in the card-issuing bank. By registering for a particular service from the group of services of payment of bills via mobile telephony (payment of post-paid mobile bills being the only service active at the moment), cardholders will automatically become entitled to all other services from this group and no further registration will be needed.
Payments via mobile telephony will be subject to daily and monthly limits, set depending on cardholder’s needs. The limit may either be specified by the cardholder or by the card-issuing bank for all its customers.
The list of banks offering the service of bill payments via mobile telephony in the DinaCard system can be found here.
Performance of the DinaCard System in 2007
After intense growth in 2005 and 2006, payment card operations of Serbian banks in 2007 recorded a somewhat milder though stable upward trend. The market share of the DinaCard system in the domestic payment cards market remained high, with over 24 million transactions and close to 67 billion turnover. In terms of total number of transactions, the DinaCard system holds 1/3 of the market, while 42% of interbank transactions recorded in Q4 2007 were performed by the DinaCard system. End-year data show that 2.5 million cards were issued in the DinaCard system, which is 44% of all cards issued in the country.
Holders of DinaCards have at their disposal the largest acquiring network in the country which, in early 2008, includes over 2,000 ATMs and over 53,000 POS terminals. Payment cards are most intensively used in larger cities- as many as 3/4 of all interbank transactions are performed in Belgrade, Novi Sad and Nis, which points to a large potential for developing card business in rest of Serbia.
As of late 2007, banks in the DinaCard system are offering a new service to their clients i.e. receipt of money from abroad. Five member banks in the Dina Card system have actually began performing this service, while the rest are expected to soon follow suit. In the near future, holders of DinaCards will be able to use mobile telephony for payment of postpaid mobile bills and soon after for payment of landline telephony bills, electricity, utility and wireless Internet bills, etc. Another service, which will be particularly attractive to DinaCard holders in 2008, will be payment of bills via Internet of which Dina Card holders will be informed on the DinaCard website and by banks.
Register for SMS Top-up by DinaCard and Get 200-dinar Bonus

All customers who opt to top up their prepaid accounts by SMS will continue to get a free bonus of 10% for each top-up transaction.

If any problems arise, given the specific technical features of certain mobile phones, customers may contact the mt:s user service at the following telephone number: 064 789.
We hereby invite all banks to join the service of cell phone pre-paid top-up by SMS to enable their customers to register for the service during the promotional period and get a 200-dinar top-up bonus.

New Service in the DinaCard System: Money Transfer from Abroad for DinaCard Cardholders
Every year, private individuals in Serbia receive large amounts of money from abroad. It has been estimated that only one half of that money enters Serbia via banks and money transfer companies, while another half takes informal channels through friends, relatives, bus drivers, etc., primarily because of the high costs associated with remitting money from abroad.
In order to lower such costs, the DinaCard system has introduced a new service to enable private individuals who are DinaCard users to receive money from abroad. As of the middle of December 2007, all the banks in DinaCard system have the possibility to offer this service to their clients. The money transfer procedure is very simple and fast and it involves minimum costs to both the remitter and the receiver.
The only thing that the remitter, i.e. the person sending the money, has to specify is the DinaCard account number of the receiver. Money can be sent via banks or other legal entities abroad that register for this service. Cost to the remitter is much lower than the average cost of money transfer via banks, while the receiver’s fee is specified by the card issuing bank. Money is paid out in dinars, at the middle exchange rate of the National Bank of Serbia as at the date of the transfer order, within two business days at the latest from the date of the transfer order.
DinaCard cardholders can receive money from more than one hundred countries throughout the world, among which are Germany, UK, Netherlands, Italy, Russia and Canada. A listing of the agent locations in Germany can be found here.
DinaCard System Performance in 2006
The year 2006 was yet another year of intense development of the DinaCard system in Serbia. At year-end, 2.6 million cards were issued in the DinaCard system, which is half the number of all cards issued in the country. A major success was achieved in terms of activating issued cards, owing to which a RSD 48 billion total turnover and 17.7 million transactions were recorded, and 400 new ATMs and around 19,000 POS terminals were installed. Holders of DinaCards have at their disposal the largest acquiring network in the country which included over 1,450 ATMs and 48,000 POS terminals in early 2007.
Upward trend in the use of DinaCard payment cards for purchase of goods and payment of services, which began in 2005, was kept throughout the year 2006, so that the market share of the DinaCard system in total number of purchase transactions with payment cards in the country amounted to more than 40% in the last quarter of 2006. Therefore, we may rightfully say that DinaCard is the leader in the Serbian card market in terms of purchase transactions.
In 2006, holders of DinaCards were offered a new service – the possibility to top up their prepaid mobile phone accounts via SMS. This attractive service will be further developed in 2007. One of the first steps is to enable all holders of DinaCards to top up their prepaid mobile phone accounts via SMS, irrespective of the operating network used - all mobile telephony operators will be included in the DinaCard system top up service. Further development of the so-called m-commerce, i.e. payment via mobile phones, is also planned. In the first phase of m-commerce development, users will be able to effect payments of mobile postpaid bills via SMS, and after that payments of fixed telephony bills as well; whereas in the second phase, they will also be able to pay bills for electricity, wireless Internet, utilities, etc. Due to the interest of banks and especially merchants, the introduction of Internet payments in the DinaCard system is also planned for the first half of 2007. One of the new products that banks may now offer to their clients is a prepaid DinaCard card.
The National Payment Card Centre will continue to further develop and upgrade the system, with special emphasis on the introduction of new services that will contribute to the activation of cards issued, which remains the greatest challenge for all card systems in Serbia.

Credit DinaCard
Banks - members of DinaCard system work intensively on preparations for issuing credit DinaCards. In the course of 2005, cheques will gradually be losing their credit function, so this credit card product will be their adequate replacement.
The credit card cardholder will have a certain amount of credit limit which will depend on the monthly income as well as on their previous behavior in relation to obligations towards their bank. There are three models of credit cards in DinaCard system:
- DinaCard3
- DinaCard6
- DinaCard12
which means that a cardholder will be paying 1/3, 1/6 or 1/12 of their card debt to the bank once a month (if not specified otherwise). Credit card limit approved by a bank will enable cardholders to buy more costly merchandise, which was until now usually paid for using cheques. The advantage of a credit card in comparison to cheques is the fact that the period of payment is not up to the merchant any more, and the amount of payment does not depend on the number of cheques in possession.
First credit DinaCards were issued in the beginning of March 2005, and it is expected that the majority of banks in DinaCard system will soon start to actively issue these cards.
